Keep LEFT unless overtaking - how hard can it be?

Australian Road Rules dictate that, where the speed limit exceeds 80km/h, all vehicles must keep left unless overtaking.
From the image above, this clearly comes as a surprise to the untermenschen who clog up the F3 Freeway in the mistaken belief that 'left' is actually 'middle', and that they are doing the right thing by cruising in the centre of 3 lanes.
Wrong, morons. You should be glad that the Nazis lost WWII, because as sure as shit they would have gassed your useless mentally defective ancestors into oblivion, spareing us the burden of your existence and sub-standard driving.
From page 93 of the NSW Road User's Handbook:
'Once on the motorway, stay in the left lane unless overtaking. If there are three lanes and the left lane has many vehicles travelling at a slower speed than you, stay in the middle lane. After you have passed them you should return to the left lane.'
How simple does it have to be? I'd say a lot simpler.
It's way past time we gave summary execution powers to NSW Highway Patrol officers. Some moron clogging up the freeway traffic by sitting in the centre or right lane? Piece of piss - pull them over, out of the car, apply Glock 22 to the back of the neck and pull the trigger. For the price of a single .40 calibre round, the NSW Police could rid their fair State of a mindless road pest. They could even auction the car off and put the proceeds back into building more motorways.
Money well spent, I'd say. Hell, I'll put my money where my mouth is and supply the ammunition. Who said charity is dead?

The situation arises because of the Americans as usual. The Yanks have created a situation where a small coke is a reegular, a medium is large and a large is jumbo. Because of this the middle lane is the slow lane, the inside lane is the regular lane and the outside lane is the overtaking lane. Simple. Everyone knows the road users handbook is a list of handy suggestions. Come to think of it, nobody knows about the road users handbook. Once again Shillard you succumb to the trap of continual obedience.
I think he also succumbs to the trap of not being able to fucking read. Let me quote the same bit of the NSW Road Users Handbook, this time with a different boldface:

i think i'll take up this handy suggestion, especially when followed by a mercedes benz.
A likely story, with only one minor snag - the Goatherder drives like a Nanna.
How many vehicles move slower than 50km/h on a freeway? If you ever encounter a Cobb & Co carriage, you're fine in the middle lane. Otherwise, keep left where you belong.
At 80km/hour a car travels 22 metres every second.
The road rules recommend keeping a 2-3 second or greater gap between yourself and the car in front.
So if you're pulling out of the left hand lane to overtake, you need to do it at least 50 metres before you reach the car in front. Ditto you shouldn't return to the left lane until you are 50 metres clear of the car you've just overtaken (probably more if you're pulling back in front of a truck, like the one in this photo).
So based on that I count maybe one car in that picture where you can be sure that they are not "keeping left" as they should. The rest probably _are_ overtaking.
Personally I'd be more worried about the tailgating going on in lane 3 southbound - there's a 5-6 car pileup there waiting to happen...
